It's a done deal.  Northampton's 2013 budget has received final approval from the City Council.  But not before the council defeated an effort by councilor Gene Tacy to prevent the city from paying out a backlog of comp time owed to one city worker.  Tacy proposed an amendmet to stop the $21,000 payout to Council on Aging Director Patricia Shaugnessy, until a detailed explanation of the overtime hours was provided.  The amendment failed 7 to 2.  Mayor David Narkewciz is working on a revised comp time policy for city workers.
