San Bernardino, California declares fiscal emergency

SAN BERNARDINO, California (Reuters) - San Bernardino, California's city council declared a fiscal emergency on Wednesday, paving the way for the financially troubled Los Angeles community to file for bankruptcy without first holding talks with its creditors.
