(Northampton, MA) — All charges will be dropped against a homeless man accused of tying a nine-year-old girl to a tree off Pomeroy Terrace in Northampton. Last summer attempted murder and kidnapping charges were dropped against Lance Gouvan, but assault charges remained. The girl claimed Gouvan dragged her by her hair and tied a rope around her neck when she was skipping rope unsupervised behind the Cutchins Center for Families and Children. Gouvan has vigorously denied the charges, saying he wants his name to be cleared.
The city council has given initial approval to an updated snow removal ordinance which makes failure to clear sidewalks a civil offense, punishable by a new fine structure.
