Northampton becomes the first community in the state to ban the feeding of bears and other wildlife.  The City Council approved the ban Thursday night.  The new ordiance prohibits people from feeding bears and other undomesticated animals, including foxes and raccoons, but it does not include feral cats.  Violators face fines of between $100 and $200.
