The Holyoke Board of Health violated Open Meeting Law when it approved a needle exchange program last month.  That's according to the Holyoke city solicitor in response to a complaint filed by Council President Kevin Jourdain.  The problem was the board never told the public the vote was going to take place.  Now the Board of Health will have to re-take the vote after properly posting the meeting.  It's the latest chapter in a battle between the council president and mayor of the program, which gives fresh needles to IV drug addicts.
