Governor Deval Patrick has released his $35 billion annual budget.  It assumes $800 million in new revenue, mostly from a hike in the income tax.  Among the biggest winners would be local aid, the University system, workforce development, tourism, and youth violence reduction.  The budget will be debated by both the House and Senate before a final version is approved this summer.
