The Upper Roberts Meadow Dam in Northampton is one step closer to being taken down. Last week, state energy and environment Czar Richard Sullivan told the city it does not have to prepare an environmental impact report for the dam removal project. The planned removal of the historic dam, which impounds a scenic pond, had inspired bitter protest from neighbors.
