Holyoke city councilors are looking to block a controversial police device before it ever comes into use. A proposal would ban so-called shock gloves, which deliver an electric shock through touch to force compliance. Holyoke Police do not currently use the devices, and supporters want to keep it that way. The Public Safety Committee will take up the proposed ban next.
