Hadley planners are reviewing a proposal to convert the former Friendly’s on Route 9 into a Citizens Bank branch. The project includes renovations to the existing building and a drive-up ATM. The Planning Board will continue its review September 15, when members will look at signs and lighting before deciding whether to waive a full site-plan review.
