A proposed 54-unit apartment building in Northampton has cleared another hurdle after the Planning Board revisited its approval following a court order. The board upheld nearly all of the waivers for the Phillips Place and Hawley Street project, finding they were properly granted. The one exception involves planned vinyl fencing, which the board says does not meet zoning rules requiring substantial natural materials.
